Monday’s Healdsburg City Council meeting will cover two large-scale topics, an inclusionary housing agreement for the Oaks at Foss Creek and affordable housing guidelines. The council will also consider member appointments for the transportation commission.
Healdsburg City Manager David Mickaelian said inclusionary housing will be a major topic of discussion since council members will have to vote on a resolution that will decide the fate of inclusionary housing for the Oaks at Foss Creek development.
The Oaks at Foss Creek is a proposed three to four-bedroom unit housing project that would span 7.28 acres at a former industrial use site near Foss Creek and Chiquita Road.
The project, headed by DRG Builders Inc., would include six different two-story unit plans. According to the project description document, the proposed affordability measures would include four total below-market-rate units within the “80-120 percent of income.” One of the plans would also be overseen by the Housing Land Trust of Sonoma County, which helps low-income families find housing through their special program.
If the inclusionary housing resolution for the project is passed then developers would be required to have 15 percent of the project units be slated for very-low-, low- and moderate-income housing.
As for the separate topic of low-income housing, Mickaelian said of the agenda item, “We want to establish a three-tiered universal language of guidelines for those eligible for affordable housing.”
According to the agenda a resolution will be adopted to establish locals’ priority for affordable housing.
The council will also consider the vacant commission position for the transportation commission. Commissioner Peacock resigned Oct. 1, creating a vacancy and need to consider new candidates.
