Windsor School Board to discuss Supe’s contract – August 10, 1988
Windsor school trustees will meet in a special closed-door session Friday night to consider a new contract for Superintendent Norm Ginsburg. At least one board member is confused about the timing of the meeting and said it is too soon to approve a new contract for the superintendent. Two weeks ago the board released a two-sentence statement about its own evaluation, saying they were satisfied with Ginsburg’s performance. This did not satisfy parents groups who originally called for the independent evaluation. In the meantime, Trustee Frank Riggs said talk of a new contract may be premature. “I don’t see the urgency, “he said. “I want to slow the process down a little bit, so we have a little bit more time for evaluation and reflection.”

Windsor school board trustees have refused to publicly disclose their own evaluation of Superintendent Norman Ginsburg. The Healdsburg Tribune has learned this may be a violation of the state’s Public Records Act.
Closed meeting on Supe’s contract brings no action – August 17, 1988
Windsor school trustees dodged a barrage of tough questions from several angry parents Friday night before adjourning to closed session to consider renewing Superintendent Norm Ginsburg’s contract. In a related matter, the board has denied a formal request by the Healdsburg Tribune to publicly disclose its evaluation of Ginsburg, requested under terms of the state’s Public Records Act.
Education Center to be named in honor of Dr. Walter A. Eagan – August 24, 1988
The former junior high school facility at 9047 Old Redwood Highway, Windsor will be dedicated the Walter A. Eagan Educational Center on August 31, according to Sonoma County Superintendent of Schools Marv Adams. A Sonoma Count resident for all but his first year of his life, Eagan graduated from Healdsburg High School, Santa Rosa Junior College and University of California at Berkeley. He served with the U.S Navy during World War II, returning to Healdsburg to begin his education career in 1947 as a seventh and eighth grade teacher. From 1950-1956, he served as principal-superintendent of the Windsor Union School District and was assistant county superintendent from 1957-1968. A winner of four successive elections between 1950-1982, his list of professional honors include being twice named state chairman of the California County Superintendents of Schools Association, and being presented with the Marcus Foster Memorial Award for Administrative Excellence by the Sonoma County Association of School Administrators in 1984. He was also named Sonoma County’s Schoolmaster of the Year in 1986. (Note from the Historical Society- The Windsor Town Hall is located on the former “Walter A. Eagan Educational Center”)
Windsor schools at the crossroads – August 31, 1988
It is to be an exciting and very interesting year for the Winsor Union School District with a new 4-5 elementary school, a new multipurpose room at the existing elementary school, a hotly contested school board election and the beginning of an enrollment increase that some experts say may double the school population in the near future. Windsor as a community is at a definite crossroads, and likewise the school district finds itself among a myriad of changes. Most of the change, if not all of it, can be directly attributed to the influx of new families into the community. As of last spring, Windsor area builders were estimating that 500 new homes would be built, sold and moved into before the end of 1988. Homes are being built and nearing completion along Brooks Road, along Starr Road and along Old Redwood Highway.
