District elections may be coming to Windsor
At the Nov. 7 meeting of the Windsor Town Council, councilmember Sam Salmon enquired about adding an item to the agenda related to a letter the town had received. It was determined that discussion could not be added, but in lieu of that, and at Salmon’s request, the letter will be made public.
The letter purports to be an opening salvo in a push to change to district elections, much as Santa Rosa recently did, and is in fact from the same group of lawyers who forced Santa Rosa into district elections. The claim is that non-district elections violate the California Voting Rights Act of 2001, because they dilute the minority vote. 

The Windsor Town Council has scheduled a special meeting/workshop for Nov. 28 at 6 p.m. in the council chambers to share preliminary information about the Voting Rights Act, hear from the community and perhaps plan to take action at the next regular council meeting on Dec. 6. The Times is following this story and will be presenting expanded coverage in the coming weeks.
Jaguar Way extension community workshop
The Town of Windsor is preparing a preliminary engineering design concept and environmental assessment for an extension of Jaguar Way between Windsor Road and Starr Road.
Jaguar Way is a designated main thoroughfare in the town’s General Plan. It will complete a critical link to Starr Road and provide secondary access to Keiser Park, the pool, athletic fields, future parking and other public amenities from Jaguar Way.
The study will include an environmental and engineering assessment of the extension for the town to consider. In order to facilitate community input, there will be a community workshop on Nov. 15
The workshop will be a drop-in open house format from 5 to 7 p.m., with brief presentations at 5 and 6 p.m. Review the options and provide the town with your suggestions.
The workshop takes place Nov. 15 at the Windsor High School Library, 8695 Windsor Road, from 5 to 7 p.m.

Trash collection bills coming due
Starting this week, Windsor’s trash contractor Sonoma County Resource Recovery will begin cancelling service accounts and pulling carts for 194 customers that have not paid in more than 90 days. The carts will be removed the day of collection service and will continue for the next two weeks. Affected customers will be receiving a letter from the town explaining the local trash code. Collection service is not mandatory in Windsor, therefore voluntary self-hauling is acceptable along as they adhere to public health and safety guidelines. SCRR attempted to contact all affected customers by telephone and also sent a 15-day notice by mail.
