The driver who struck and killed Rosicela Ursino on Old Redwood
Highway on Saturday, August 23 is free on bail this week, while
Rosicela’s family has arranged for the 4-year-old girl’s body to be
sent to Mexico for burial.
Juan Carlos Olvera, 18, was released on his own recognizance
after police decided he would not be charged with manslaughter.
“There isn’t sufficient evidence to support a manslaughter charge,”
said Sonoma County Sheriff’s Deputy Bill Focha.
Olvera, who fled from the accident after checking on Rosicela
and speaking with her mother, was charged with driving without a
license and fleeing from the scene of the accident.
“We’re continuing the investigation at this point to see if
there’s anything else he’ll be charged with,” said Focha.
Focha also said that Olvera was not at fault for the accident.
“It could have happened to anyone out there,” he said. “She ran
right out in front of him.” Olvera’s mistake came in fleeing the
accident, and for driving without a license.
Rosicela’s family put up donation jars in businesses in both
Windsor and Healdsburg last week, and friends of the family
elicited donations from the community. The family sent the body
back to Mexico last week for burial.
